How Does the Cosmetic Product Notification Process Work in Turkey?
- Appointing a Responsible Person:
To make a cosmetic product notification in Turkey, a natural or legal person established in Turkey must be appointed as the Responsible Person. This person is responsible for ensuring the safety and compliance of the product and for carrying out the notification procedures. - Preparing the Product Information File (PIF):
Before the product is placed on the market, a Product Information File containing information such as the product formula, manufacturing method, and safety assessment report must be prepared and kept available. - Submitting the Notification via ÜTS:
Cosmetic product notification is performed through the Ürün Takip Sistemi (ÜTS). During the process, details such as product name and brand, product category, and formulation ingredients are entered into the system to complete the notification. - Receiving the Notification Number:
Once the notification is completed, the system generates a registration number indicating that the product can be legally marketed. - Updating the Notification:
If any changes occur in the product’s formulation, packaging, label, manufacturer or importer information, responsible person, name, brand, intended use, or category, the notification must be updated in the ÜTS system.

Is an EU CPNP notification valid in Turkey?
No. The CPNP (EU Cosmetic Product Notification Portal) is only valid for the European Union. If the product is to be imported into Turkey, a separate ÜTS notification must be made.
How to withdraw a product or cancel a notification?
If the product is no longer marketed in Turkey, it should be set to “inactive” in the system. This action indicates in the TITCK records that the product is no longer available on the Turkish market.
