    SDS Turkey – Authoring Services cover the preparation of Safety Data Sheets (SDS), which companies are required to prepare under the KKDIK (Turkey REACH) and SEA (Turkey CLP) Regulations. The obligation to prepare SDS applies to companies manufacturing, importing, or distributing chemicals in Turkey.

    The prepared Safety Data Sheets and extended Safety Data Sheets (e-SDS) must also comply with KKDIK regulation. Ensuring SDS accuracy is critical for regulatory compliance and workplace safety in Turkey.

    Differences in SDS Requirements under Turkish Legislation

    While safety data sheets in Turkey largely align with international standards, they include certain local and specific requirements. These differences are mainly defined by the “Regulation on the Classification, Labelling and Packaging of Substances and Mixtures” (SEA) published by the Ministry of Environment, Urbanization and Climate Change, and other relevant legislation.

    The main differences that must be considered in SDSs under Turkish legislation are:

    • Turkish language requirement: SDSs prepared for substances and mixtures manufactured, imported, or placed on the Turkish market must be entirely in Turkish. An SDS prepared in another language has no legal validity in Turkey.
    • Hazard classification and labeling: In Safety Data Sheets (SDSs), hazard classes and other labeling elements are reported in accordance with the Turkish SEA Regulation (Regulation on Classification, Labeling and Packaging of Substances and Mixtures), which represents Turkey’s harmonized implementation of the GHS.
    • Occupational exposure limits (OELs): Similar to many countries, Turkey requires reporting of OELs in SDSs. However, Turkey maintains its own national OEL list under the Regulation on Health and Safety in the Use of Chemicals, and these values may differ from those adopted in other jurisdictions.
    • Authorized certification: Under the KKDIK Regulation, SDSs must be prepared by Chemical Assessment Experts who have completed the required training in Turkey and successfully passed the official examination. The expert’s certificate and contact details must also be included in Section 16 of the SDS.
    • Emergency contact numbers: In Section 1.4 of the SDS, the emergency telephone number of the Turkish Ministry of Health National Poison Information Center (UZEM) must be provided.
    • Additional information: SDSs may require the inclusion of additional details based on national legislation or sector-specific requirements, such as industry-related use instructions, regulatory notes, or other hazard communication elements.

      Are SDSs country-specific?

      Yes. SDSs are country-specific. A single SDS cannot be accepted for all countries. Attention must be paid to local language requirements, country-specific GHS adaptations, and national legislation.

      SDSs must be prepared in Turkish, signed by a certified Chemical Assessment Expert, and follow the 16-section KKDIK Annex II format. They must also include national OEL values and hazard classification under the SEA Regulation.

      When changes are made to KKDIK or other relevant regulations, the SDSs of the relevant chemicals must be updated without delay.
