    What is UA Classification and Labelling Notification?

    UA Classification and Labelling Notification refers to the obligation to submit hazard classification information to the Ministry of Environmental Protection and Natural Resources of Ukraine (MEPR). This requirement falls under the Technical Regulation on the Classification, Labelling, and Packaging of Chemical Products (UA CLP Regulation).

    Submitting the UA classification and labelling notification is one of the prerequisites for placing products on the Ukrainian market. This ensures that substances are correctly classified and labeled in accordance with UA CLP and GHS-aligned standards.

    UA Classification and Labelling Notification Process

    • Determination of the scope

    First, it must be assessed whether the product falls within the scope of UA CLP notification. Substances and mixtures classified as hazardous are subject to this  requirement. However, some substances may be exempt from UA CLP obligations.

    • Classification and labelling

    If the product is considered hazardous, it must be classified according to the UA CLP Regulation, and the label must be prepared accordingly. This process involves identifying the substance’s physical, health, and environmental hazards.

    • Notification submission

    The classification information must be submitted to the MEPR. Notifications must be completed in Ukrainian using a standard form specified by the Ministry and submitted electronically.

    • Safety Data Sheet (SDS) preparation

    Another obligation under the UA REACH Regulation is to prepare a Safety Data Sheet (SDS) for hazardous substances and mixtures in the Ukrainian language and in accordance with UA CLP regulation.

    When should UA Classification and Labelling Notifications be submitted?

    • For substances and mixtures placed on the market before 15 November 2024, the deadline for notification is 15 November 2025.
    • For products placed on the market after 15 November 2024, the notification must be submitted within 30 days of the first placement on the market.

      Yes. Although there are similarities between the EU CLP Regulation and Ukraine’s legislation, Ukraine operates its own national system in the Ukrainian language. Therefore, compliance with EU CLP is not sufficient for the Ukrainian market.

      No. The Ukrainian notification system only accepts documents in the Ukrainian language.
