EU REACH registration is a process that companies must complete in accordance with the REACH Regulation (Registration, Evaluation, Authorisation, and Restriction of Chemicals – EC 1907/2006), which ensures the safe use of chemicals within the European Union.
Companies that manufacture or import substances in quantities of one tonne or more per year are required to register with the European Chemicals Agency (ECHA). Otherwise, placing these chemicals on the EU market is not legally permitted.
EU REACH registration directly applies to the following parties:
• Manufacturers based in the EU
• Companies importing substances into the EU
• Representatives appointed as Only Representatives by manufacturers located outside the EU
Manufacturers located outside the EU are not obligated to apply directly to ECHA. These companies, if they prefer to do REACH registration (for confidentiality reasons, etc.), can fulfill their REACH registration by working with an Only Representative.

As stated in the regulation, the primary purpose of EU REACH registration is to protect human health and the environment from the risks posed by chemicals. The REACH Regulation imposes certain obligations on companies to achieve this goal. Therefore, REACH registration is not only a legal requirement but also a demonstration of social responsibility.

Is it possible for companies located outside the EU to fulfil their REACH registrations?
Yes. Non-EU companies can fulfill their REACH registrations through an Only Representative. As Chemleg, we provide this service with Chemleg Europe B.V. located in the EU.
Can a product without REACH registration be exported imported to the EU?
No. Substances that are not REACH registered cannot be imported into the EU or placed on the market. In case of lack of registration, the product may be rejected by customs or may be subject to sanctions.
What are the documents required for EU REACH registration?
The registration process requires technical dossier contents such as chemical safety data sheet (SDS), analytical reports, areas of use, tonnage information, etc. Chemleg manages this process end-to-end on your behalf.
Are there any penalties associated with EU REACH registration?
Yes. Failure to comply with registration requirements in the EU may result in product withdrawal from the market, administrative sanctions and suspension of export activities.
What substances are exempt from REACH?
Substances that are exempt from REACH can be summarised as below:
- Substances regulated by other specific EU laws: Such as medicines, food/feed, cosmetics (finished state), waste, radioactive materials.
- Naturally occurring substances: If not chemically modified (e.g., minerals, ores, crude oil).
- Substances listed in REACH Annexes IV and V: Considered low risk or where registration is unnecessary (e.g., water, nitrogen, substances from compost).
- Polymers: Exempt from registration themselves, but their component monomers may need registration.
- Substances below 1 tonne/year: Exempt from registration requirements.
- Substances used solely for notified R&D (PPORD).
- Non-isolated intermediates.
How long does REACH registration take?
There isn’t a fixed timeframe for REACH registration.
However, considering both preparation and processing, the entire REACH registration process, from the decision to register until receiving the registration number, typically takes several months to well over a year, and sometimes multiple years if extensive testing or complex SIEF negotiations are involved. That’s why, starting the process as early as possible is highly recommended.
What is the deadline for EU REACH registration?
There is no specific deadline for EU REACH. Products must be registered before they can enter the EU market.
What is the REACH certification?
There isn’t any official “REACH Certificate” or “REACH Certification” issued by ECHA (European Chemicals Agency) or any EU regulatory body for products. The term “REACH certified” is often used incorrectly in marketing or supply chain communication.
Why are polymers exempt from REACH?
Polymers have a high molecular weight, which indicates that they are not considered as hazardous.
