A TR CLP (SEA) notification is the legal obligation for manufacturers and importers to provide classification and labelling information for hazardous chemical substances placed on the Turkish market.
Under the SEA (TR CLP) Regulation, companies manufacturing or importing hazardous substances in Türkiye must submit Classification and Labelling (C&L) Notifications to the Ministry of Environment, Urbanization and Climate Change (MoEUCC). This ensures that substances are correctly classified and communicated in the national inventory.

When does the TR CLP (SEA) notification obligation arise?
According to the SEA (TR CLP) Regulation, a notification is mandatory in the following cases:
- Substances subject to registration under the KKDIK Regulation.
- Hazardous substances listed in Article 2, which on their own or in mixtures above the specified concentration limits, result in classification as hazardous and are placed on the market.
How is a TR CLP (SEA) notification made?
Manufacturers or importers subject to TR CLP (SEA) obligations must submit their notifications via the Turkish Chemical Registration System (KKS) to include the substance in the national classification and labelling inventory.
The notification must contain:
- Identity of the notifier responsible for placing the substance on the market.
- Identity of the substance.
- Classification of the substance.
- Justifications for unclassified hazard classes (e.g., lack of data, inconclusive data).
- Justifications in line with KKDIK, including specific concentration limits or M-factors where applicable.
- Labelling information and supplemental hazard statements.
Important: If the classification or labelling of a substance changes, the updated information must be notified within one month. Similarly, the first notification must be submitted within one month after placing the substance on the market.
For imported substances, the importer is responsible for the notification, but this obligation may be delegated to an only representative (OR) located in Türkiye. If the substance is already registered under KKDIK, no separate TR CLP (SEA) notification is required.
