    Turkey CLP (SEA) Compliance Services

    What is Turkey CLP?

    The Turkey CLP (SEA) Regulation, overseen by the Ministry of Environment, Urbanization and Climate Change (MoEUCC), is Türkiye’s adaptation of the EU CLP Regulation. It mandates the proper classification, labelling, and packaging of chemicals to ensure safe handling and hazard communication, and is fully aligned with the UN’s Globally Harmonized System (GHS).

    How does the Turkey CLP Compliance Process Work?

    • Classification
      The first step in complying with the Turkey CLP Regulation is determining the hazardous properties of manufactured or imported substances. This involves assessing the physical, chemical, and toxicological characteristics of the substance. Classification is carried out in accordance with the criteria and principles set out in Annex 1 of the Regulation. Labelling and hazard communication requirements are further detailed in Annex 2 and Annex 3.

    • Labelling
      Substances and mixtures identified as hazardous must carry a label prepared in accordance with the Turkey CLP Regulation. According to Article 19, the label must include:
      • Supplier Information – Name, address, and telephone number
      • Nominal Quantity – Amount of the substance or mixture in the package, unless indicated elsewhere (for products made available to the general public)
      • Substance or Mixture Identification – As specified in Article 20
      • Hazard Pictograms – As required under Article 21
      • Signal Words – “Danger” or “Warning,” as required under Article 22
      • Hazard Statements (H-statements) – As required under Article 23
      • Precautionary Statements (P-statements) – As required under Article 24
      • Supplemental Information Section – As required under Article 27

        All labels must be prepared in Turkish. Multilingual labels are acceptable, provided that the Turkish content is complete and identical across all languages.

    • Packaging
      The packaging of hazardous substances and mixtures must be robust, secure, and designed to prevent leakage, spillage, or unintended release. Specific requirements are set out in Annex 2 of the Turkey CLP Regulation.

    • Notification
      Manufactured or imported hazardous substances may need to be notified to the MoEUCC via the national Chemical Registration System (KKS) portal.

    Continuous monitoring of regulatory changes and making adjustments when necessary are essential for compliance with the Turkey CLP Regulation.       Which substances are covered by the Turkey CLP compliance obligation?

      All chemical substances and mixtures manufactured, imported, or placed on the market in Türkiye must comply with the Turkey CLP Regulation.

      Companies that fail to comply may face administrative fines. Improperly labelled or packaged products may also be withdrawn from the market.

      Human medicinal products, veterinary medicinal products, cosmetics, food and feed, medical devices, and certain substances used for research purposes are exempt from the scope of the Turkey CLP Regulation.
